Christian Community Broadcasters - follows the industry, FCC licensing, many other important issues. They also have an active discussion group.
FCC: Low Power FM (LPFM) Radio Service - contains information about stations that are authorized for noncommercial educational broadcasting only. Be sure to also click their links page, which offers many useful resources including ways to find out if there are frequency allocations in your area.
